Will I Receive Unemployment Benefits If I Quit For Good Reason?
My employer is trying to implement policies that are unethical and some may even be illegal. I do not agree and do not want to participate in this act. I have not been able to find a new job yet, but I want to quit before they implement these policies (I work in HR). If I do quit, can I file for unemployment and receive benefits?

You would have to show that you did your best to prevent these supposedly illegal policies, especially since you are HR. Have you contacted your State Labor Board yet? If not, you need to.
Its unfortunate, but its highly unlikely for you to get unemployment benes if you quit.
No. You have to be fired or laid off, and you have to have been at the job full time for a certain number of months, depending on the law of your state. You can’t quit and get benefits. If they are doing something illegal, they should be reported, you can’t just claim they are doing something wrong and then get benefits.
You can quit work for many reasonable issues, which probably very in different states. Sexual harassment, not paying minimum wages, It would be nice if you can find another job before you quit, than you would not need unemployment. A person can only take so much bull..
No.
If you can prove that something illegal is being done, you may report that however.
Not in Minnesota. Being in HR you should be aware of the rules in the state your in.
No you cannot.
